Los orígenes de su población se remontan a la época tardoantigua, cuando en su inmediaciones se asientan varias tribus del Norte de Europa. Tradicionalmente se ha considerado que la ciudad fue fundada por el rey visigodo Leovigildo, en el año 581, bajo el nombre de Victoriacum, aunque recientes excavaciones arqueológicas parece desestimar esta idea. Sin embargo, la fundación de la actual Vitoria, data de 1181 y se debe al monarca Sancho VI, a consecuencia de la necesidad de crear una línea defensiva ante el reino de Castilla. Rápidamente fue dotada con un amplio sistema de fortificaciones, pero su resistencia ante el reino castellano fue efímera, ya que cayó bajo las manos de Alfonso VIII en el 1200. Éste rey, y sus sucesores, serán los que, poco a poco, van ampliando la ciudad hasta convertirla en un importante fuedo medieval.
Entre los edificios más importantes que se conforman su casco histórico están la Catedral vieja de Santa María, un edificio fundamentalmente gótico, aunque con interesantes añadidos posteriores, como su torre; la plaza de la Virgen Blanca, punto neurálgico de la ciudad y lugar de unión con el moderno ensanche; y la torre de doña Ochanda, en el corazón del casco histórico, y que hoy alberga el Museo de Ciencias Naturales de Álava.
